Analysis

President Zelenskiy announced on 2 October that he had agreed to adhere to the ‘Steinmeier Formula’ (SF) – a plan first put forward by German Foreign Minister Steinmeier in 2016 outlining a sequence of steps to resolve the ongoing Donbas conflict. The SF stipulates that elections should be held in separatist-controlled areas in accordance with Ukrainian law and with the oversight of the OSCE. If deemed free and fair, the elections would grant self-governing status to the separatist republics. However, Zelenskiy clarified that elections would only take place after the withdrawal of Russian forces and once Kyiv had restored full control of its eastern border. In response…
